The Green Valley Redevelopment Area Program has spent the past two years
developing a program that will encourage new development and redevelopment of
existing sites for the purpose of creating a downtown area which residents and
visitors to our community will find useful, entertaining and interesting.
Town Designated the Green Valley Redevelopment District to allow greater
authority to encourage redevelopment.
Town adopted the Special Plan District development standards
Town adopted the Historic regulations and appointed the Historic
Preservation and Conservation Commission
Town adopted the Design Review regulations for the Main Street Area.
Town adopted an Infill Incentive District to provide greater authority to
encourage infill development.
Town applied for and was appointed one of the Arizona Main Street
communities.
Town hired the a Main Street Project Manager, rented office space on Main
Street and implemented the Main Street Program.
Town acquired land for the Historic Park on the northwest corner of McLane
and Main Street, and a two acre parcel from Kaibab for public parking and open
space area.
Town identified incentives for encouraging development within the Green
Valley Redevelopment Area to include:
Allocated $100,000 to buy down the cost of impact fees
Reduced the time for building plan review in half
Approved a UDC amendment to provide more flexible implementation of
parking requirements.
Significantly reduced zoning regulations
Currently considering option to reduce or waive building permit and plan
review fees.
Town allocated $100,000 from Community Development Block Grant funds to
implement a Commercial Rehab Program.
Town allocated funds to complete housing rehabilitation projects within
the Green Valley Redevelopment Area.
The Police Chief became certified in the Crime Prevention through
Environmental Design (CPTED) program to help design safer development projects
within the Town and more particularly within Green Valley Redevelopment Area.
Town adopted the Sales Tax Increment Program to put 50% of the increase in
sales tax revenues from businesses within the Green Valley Redevelopment Area
back into improvements within the area.
Town obtained a $350,000 grant to complete beautification improvements on
the South Beeline.
Town submitted a grant application for $325,000 to complete beautification
improvements to Main Street.
Town completed the survey of Frontier Street to identify current rights of
way, and identify needed rights of way with a $20,000 Greater Arizona
Development Authority grant.
Town contracted with Tetra Tech to develop a Master Plan for the American
Gulch flood plain area.
The assisted with the development of the Sawmill Crossing project that
created a six screen movie theater and several commercial spaces. This
development will be the major retail attraction within Green Valley
Redevelopment Area.
