Board of Adjustment –
Hears and decides on appeals for variances from the provisions of the
Town’s zoning code, as well as appeals from decisions of the Planning
and Zoning Commission or zoning administrator. Meets on an as-needed basis.
Building Advisory Board –
Hears appeals on actions by the Town’s Building Department. May recommend variances to the Building Code when strict
enforcement of the Code may be contrary to its spirit or intent. May recommend during the code review process amendments to the
Building Code. Meets on an
as-needed basis. Design Review Board – The
Design Review Board is charged with developing and administering
regulations to preserve the mountain, forest character of the community as
it relates to commercial development. The purpose of the Design Review
Board is to: preserve and enhance property values; preserve natural
landscaping and natural features; and promote the efficient use of water
and the use of natural building materials, textures, and colors. Historic Preservation and
Conservation Commission (HPCC) – Implements historic preservation program
by identifying historic properties and areas within the Town and methods
by which properties can be preserved. Seeks grants and reviews applications for preserving and
improving historic property. Has
guidelines for qualifications and expertise of membership. Meets once a month.
Housing Advisory Commission – Provides input and
recommendations to the Mayor and Town Council on issues related to
affordable and workforce housing for residents of the Town, including: the
Town’s Housing Strategic Plan, the creation of a housing trust fund and
community land trust, related policies and regulations, the development of
specific incentives and strategies to increase affordable/workforce
housing and revisions to ordinance that affect affordable/workforce
housing. Other duties and responsibilities are outlined in Exhibit A of
Res. #2235. Meets quarterly. Parks & Recreation Commission – Makes recommendations on policies, rules and regulations
relating to the planning, acquisition, disposition, operation, use, care
and maintenance of parks and recreation facilities. Advises the Town Council on budget priorities. Meets quarterly. Payson
Area Youth Advisory Council (PAAYC) – Provides insight and recommendations to the Mayor and Town Council on a variety of issues deemed important to youth in Payson. The primary duties and responsiblities of the PAYC include, evaluate and review problems facing the youth of the Town; facilitate neighborhood AND/OR SCHOOL meetings with youth to discuss problems, needs, and suggested improvements for the Town; present recommended improvements to the Town Council of public projects and programs relating to youth in the community; identify critical issues within the community and determine if and/or how youth can contribute ideas and possible solutions to such issues; adopt a yearly goal or primary project and submit such goal or project to the Town Council for approval; identify the position of the Town’s youth on various issues before the Town Council and to report such positions to the Town Council; perform any other function as may be determined, from time to time, by the Mayor and Town Council. Meets once per month. Payson Event Center Technical Advisory Committee (INACTIVE) - This ad hoc committee is charged with recommending to Town Council the future of the Event Center. The PECTAC seeks public input, deliberates, and recommends solutions to issues focused on the current Rodeo Grounds. Issues such as potential uses, service levels, support for surrounding properties, and operational concern will be resolved in this committee. Planning & Zoning Commission – Makes recommendations to the Town Council on planning topics. Reviews development applications for compliance with land-use
regulations. Grants minor
land divisions and conditional use permits, which may be appealed to the
Town Council. Recommends
updates to the General Plan and specific plans. Meets once a month. Transportation Advisory
Board – Advises and makes recommendations to the Town Council
on development and/or improvements of town streets; funding sources for
street development and/or improvements; State highway improvements and
potential improvements that impact the Town; public transit; and any
other surface transportation issues as requested by the Town Council
and/or town manager. The
committee also consults with the public works engineer regarding items
for its agenda. Meets as needed. |
