Our goal is to support the charm, character, and natural beauty of our mountain town - not by working against property owners, but by working with them.

We get it - no one wakes up excited to talk about zoning rules or trash violations. But the truth is, these local codes are here for a reason: to preserve the peace, pride, and yes - the pine trees - that make Payson feel like home.

By following the Town’s codes and ordinances, we’re not just protecting property values and community safety - we’re helping ensure this place stays just as special for future generations.

📘 What Is Code Compliance?

Code Compliance is the behind-the-scenes work that ensures the Town stays well-maintained and functioning smoothly. We enforce local standards related to:

  • Property maintenance

  • Zoning

  • Signage

  • Nuisance conditions

  • Basic building safety

Our officers respond to resident concerns and also conduct proactive inspections throughout the Town to ensure properties are maintained in a safe, clean, and respectful manner.

Think of us as your neighborhood guides - here to help clarify what’s allowed, what might need a little attention, and what isn’t permitted - so together, we can preserve the beauty, safety, and livability of Payson.


🚫 Common Code Violations

These are the issues most frequently encountered in Payson:

  • Accumulation of junk, trash, and debris

  • Living in RVs outside of approved parks

  • Unpermitted structures, additions, or remodels

  • Lighting violations

  • Overgrown weeds or vegetation that pose fire hazards


❗ What Is Not a Code Violation?

Some issues fall outside the Town’s authority:

  • Neighbor disputes or property line disputes not involving code violations (civil matters handled through the courts)

  • Aesthetic complaints (e.g., paint color, design preferences, or older vehicles or RVs on private property that just may not look pretty but are still utilized, licensed, and registered with the State)

  • Parking issues on public streets (please contact the non-emergency line at the Police Department)

  • Barking dogs (please contact the non-emergency line at the Police Department)

  • HOA and or CC&R violations (enforced by your homeowner’s association or by Civil   Process with the Courts, not the Town)


🔍 The Code Compliance Process

Here’s what you can expect if a concern is reported:

  1. Complaint Received or Violation Observed

  2. Initial Review and Site Inspection

  3. Violation Confirmed → Notice of Violation Issued (30 days to comply)

  4. Follow-up Inspection and Compliance Check

  5. Final Notice Issued if still non-compliant (15 days to comply)

  6. Enforcement Action (may include citation or abatement)

  7. Resolution Achieved → Case Closed

Please note that some cases may take time to resolve, as we are committed to following due process and ensuring that each situation is handled fairly and consistently for all members of our community.

Visit the Community Development Department.

Please include the property address, a detailed description of the concern (including the location of the concern), and any supporting documentation (photos welcome).

Anonymous complaints are accepted; however, please be aware that you will not be able to receive updates or further information on the case. Additionally, if the reported violation is not visible from the public right-of-way or public space, our ability to verify the concern may be limited. For safety and legal reasons, Code staff are not permitted to enter private property unless expressly authorized by the property owner or current leasing tenant.


🌿 Helpful Tips for Property Owners

A few quick ways to stay in compliance:

  • Maintain your property and remove excess junk, trash, or vegetation

  • Obtain proper permits for construction, remodeling, or additions

  • Park and store RVs and trailers per Town code - no occupancy allowed in any zoning

  • Check and adjust lighting to prevent glare onto neighboring properties even streets.
